Overview

CCET has recently provided the service of facilitating coordination among plug-in electric vehicle (PEV) market stakeholders of Texas. We have provided the CCET organization as a forum for information exchange among interested stakeholders. CCET has offered this service because we are an established State-wide organization whose members all have an increasing, though differing, interests in the PEV market development. We will continue this service as long as doing so serves CCET's purposes and market stakeholders are supportive.

A primary outcome of recent coordination efforts has been the development of a Wiki to maintain current information about the Texas PEV market. The Wiki contains a collorabative white paper - "Issues and Opportunities of PEVs in the Texas Electric Market" which is available for review and download. The various stakeholder groups have agreed to be responsible for maintaining their project status reports on the Wiki. Texas receives $1 million in Awards for Advanced Vehicle Development

(September, 8, 2011) - The Center for the Commercialization of Electric Technologies (CCET) has been awarded a $500,000 from the the U.S. Department of Energy's Clean Cities Initiative. CCET has joined with regional planning groups, along several CCET member companies, electric vehicle charging companies, electric vehicle manufacturers, and others to develop a plan for electric vehicle charging infrastructure deployment in the "Texas Triangle" (Dallas/Fort Worth, Houston/Galveston, and Austin/San Antonio) corridor.

The City of Austin, Austin Energy has been awarded $499,782, which will be used by Austin Energy to develop processes and procedures to enable efficient and cost-effective placement of charging infrastructure between San Antonio and Georgetown. Several electric entities, from CPS in San Antonio to Bluebonnet Electric Cooperative in Bastrop, will collaborate on this project.

"Modern electric vehicles offer all the comfort, safety and convenience of their gasoline counterparts, save one thing - range limitations. The infrastructure to rid the consumer of "range anxiety" will cure that problem. Our Texas effort will lead the nation in developing the needed infrastructure to support electric vehicle travel among our major cities, and we'll clean up the smog along the way," said Dr. Milton Holloway, President and COO of the CCET.

(May 2010 - PUCT) Project #37953 to Investigate Electric Market and Infrastructure Issues Relating to the Introduction of Electric Vehicles (EVs): The PUC of Texas held three hearings to investigate electric market and infrastructure issues related to the introduction of electric vehicles (EVs). Presentations given at that time by utilities, planning groups, researchers, and auto manufacturers are available for download at the PUCT website.

(November 2009 - Electrification Coalition) Electrification Roadmap - Revolutionizing Transportation and Achieving Energy Security: This comprehensive report outlines a public policy guide for a fully integrated electric drive network in the United States. The recommendations from this report were used to prepare the main federal legislation for the promotion of EVs. The entire report can be downloaded from the Electrification Coalition website .

Texas Electric Vehicle Market Participants

The Texas Electric Vehicle Market Participants held a stakeholder meeting at the Austin AltCar Expo on March 24, 2011. Russ Keene of Plug-Texas updated the stakeholders on Texas and Federal PEV legislation. Paul Hudson of Stratus Energy presented other legislative issues of interest. There was a general discussion of the white paper - Issues and Opportunities of PEVs In the Texas Electric Market: A White Paper. Glen Stancil of NRG Energy showcased NRG plans for Interstate PEV charging stations. Michael Chacon of TXDOT explained the uniform signage for PEVs. Wrap-up conversations ensued over the various PEVs issues.

The next Texas Electric Vehicle Market Participants stakeholder meeting was held via conference call after the Texas Legislature Session ended.
