October 22-23, 2009
The CCET Board met in Executive Session on October 22, 2009 at The University of Texas Club. In addition to the regular actions on financial matters of the organization the Board considered various activities that need be undertaken to get the word out concerning the CCET Stimulus proposal. A report from the Membership Committee focused on strategies to get more participation from the Texas electric cooperatives.
The CCET Board met in Public Session on October 23, 2009 at the Center for Electromechanics at the J.J. Pickle Research Campus, The University of Texas. The Board heard a review of NIST Standards Roadmap by Gary Rackliffe of ABB, reports from CCET’s Wholesale and Retail Stakeholder Groups and a presentation from the TexasIsHot Coalition by Curt Seidlits. The group also heard from Bob Hebner, Director of the Center for Electromechanics, and enjoyed a tour of the Center by John Pappas.
The Board heard a proposal concept to apply for Stimulus funds under DOE FOA 148 which is a competitive grant application under DOE’s Energy Efficiency Block Grant program. The DOE solicitation is for innovative financing ideas that result in advancing adoption of energy efficiency equipment and techniques. The focus of the proposal is to join FOA 148 objectives with implementation of HB 1937 passed by the last Texas Legislature. HB 1937 is a form of Property Assessed Clean Energy (PACE) legislation adopted by a number of states recently that allows cities to create special tax districts, finance home and small commercial energy efficiency investments of cooperating owners within the district and then recoup the city-backed loan from incremental property tax payments by the owner.
July 9-10, 2009
The CCET Board of Directors met in Executive Session on July 9 and in a public session July 10 at the Airport Hilton Hotel, Austin, Texas. The public meeting included final proposals from the various teams working to develop proposal ideas having the specifications of grant requirements available from DOE. After a full set of presentations and group discussion on storage, demand response, cybersecurity, interoperability, synchrophasors, enhancement of the Texas Common Portal and the Texas Future Community the Board made final decisions on the availability of match funding, and the advisability of including the various components in a Stimulus proposal. The decision was to include the synchrophasor, enhanced Texas Common Portal and the Texas Future Community, with cybersesurity, interoperability and data management and economic analysis components.
Southwest Research presented a plan for developing the full proposal in order to meet the DOE deadline for submission.

The CCET Board of Directors met in Executive Session at the Airport Hilton Hotel, Austin, Texas on June 3 to review the CCET proposal for Stimulus funding. Proposals on synchrophasors, storage, demand response and the Texas Future Community were reviewed. A new concept was added to the set of proposal ideas. This addition was presented as an enhancement to the Texas Common Portal project that is under way in ERCOT that would extend the portal capability to the back offices of ERCOT thus allowing new direct load control capabilities to follow the roll out of 7 million advanced meters that will be in place during the next 4 to 5 years.

The CCET Board met in Executive Session at the Hilton Hotel, Austin Airport in Austin, Texas on April 23, 2009. In addition to the usual business matters of the organization’s finances and contracts the Board heard an audit report by the CCET accountant and a number of presentations for proposals that could become part of a CCET Stimulus fund proposal.
The CCET Board met in public session at Bluebonnet Electric Cooperative Bastrop, Texas on April 24, 2009. Board members present included Billy Berny (AEP), Don Cortez (CenterPoint), Andres Carvallo (Austin Energy), David Dollihite (Direct Energy), Brad Gammons (IBM), Jim Greer (Oncor Electric Delivery), Paul Hudson (Hudson Public Affairs), and Brian Tulloh (TXU Energy). Officers present included Paul Hudson (Chairman), Milton Holloway (President & Chief Operating Officer), Robert Howden (VP Communications), Bill Muston (Secretary), and Tom Rose (Treasurer). The meeting included progress reports on the on-going CCET projects and several presentations on prospective CCET projects for inclusion in a CCET Stimulus proposal in response to DOE’s FOA 36. Paul Hudson reviewed the Legislature and its ongoing activities and considerations related to electric energy supply, delivery, sales and use. He also reviewed highlights of Congressional energy initiatives in Washington D.C. Milton Holloway reviewed the U.S. Department of Energy’s “Smart Grid” programs that were authorized under the Energy Independence and Security Act of 2007 and further received appropriations and further guidance in the American Recovery and Reinvestment Act of 2009 (aka “the Stimulus Bill). He discussed the Board’s considerations of how CCET and its Members might collaborate to obtain funding for programs of interest to the Members and proposed development of technology proposals all targeting improvements in helping the ERCOT market deal with large amounts of new wind generation.
Milton Holloway presented the essential elements of a synchrophasor network expansion that would constitute one component of the CCET proposal. A storage proposal was presented by Ross Johnson of Energy Xtreme. A large demand response program was proposed by Tom Van Denover and Eric Woychik of Comverge. Rik Drummond of Drummond Group presented the fundamentals of interoperability for inclusion in the proposal. Craig Lobel of EcoEdge reviewed the essential parts of the Houston Solar Community project (Texas Future Community) proposed for inclusion in the CCET Stimulus proposal. Gary Ragsdale of Southwest Research presented an approach to cybersecurity for inclusion in the proposal. Finally, Michael Dittmer of Southwest Research presented a structure for overall management of the CCET Stimulus project. The Board directed Holloway and the team to continue developing the proposal as direction from DOE becomes available.
Matt Bentke of Bluebonnet gave the group a tour of the Bluebonnet back office systems and reviewed the characteristics of their Sap based smart grid system. The status of CCET’s IEEE Student Design Contest reviewed by Bob Davis and updates were reported on other CCET projects including the final report on the DR Pilot.

The CCET Board met in Executive session at Austin Energy’s office center in Austin on January 8, 2009. In addition to the usual business matters of the organization’s finances and contracts the Board heard a presentation form the Missions and Strategies Taskforce. The Taskforce recommended modifications in the CCET mission statements and consideration for changing the name of the organization. The Board approved changes to the mission statement and project focus to focus on projects that move the Texas electric market forward through technology and related market and policy changes.

Status reports were given on the Demand Response Pilot Project, Synchronized Sampling and Phasor Project, Transformer Monitor Design – Student Contest, and the Houston Solar Community Project. Dr. Holloway also gave a presentation on the concept of a proposal for Stimulus funding that included a CAES storage project, a large-scale demand response program, and the Texas future community project.

The CCET Board’s Mission & Strategy Task Force met at the AEP offices in Suite 1500 400 W. 15th St. in Austin. The meeting was led by Paul Hudson and the Mission and Strategies Task Force. Topics discussed included: CCET’s mission, scope of membership, funding structure, staff and board responsibilities, changes in the bylaws, and creating an organizational “presence.” Agreement was reached to revise the purpose statement for the organization adopt a new name and focus on projects that are larger, more ambitious in scale and which “move the Texas market” forward.

The CCET Board met in Executive Session at the Driskill Hotel in Austin on Sept 4, 2009. Board members attending were Billy Berney (AEP), Don Cortez ( (CenterPoint), Andres Carvallo (Austin Energy), Paul Williams for Brad Gammos (IBM), Jim Greer (Oncor), David Dollihite for Michael Jewell (Direct Energy), Theresa Maldonado (Texas A&M). Officers in attendance included Robert Howden (CEO), Milton Holloway (COO) and Bill Muston (Secretary). Others in attendance included: Ken Murphy (CenterPoint), John Adams (ERCOT); Phil Overholt (US DOE); Joe Eto (Lawrence Berkeley National Laboratory); Paul Hudson, former TPUC chairman; John Pappas, UT Austin; Wei-Jen Lee (UT Arlington); Steve Richards (GE), Bob Pohl (Fowler ); and Michael Hathaway (Good Co.).
Andres Caravallo presented Austin Energy’s smart grid efforts noting that the information management component entailed 3000 different processes. Joe Eto presented an overview of the DOE and national lab efforts in phasor technology development in both the Eastern and Western interconnect regions, including wide-area visualization deployment of the RTDMS system and PMUs supported by member utilities. He presented a proposal to support the development of these phasor technology capacities in the ERCOT region through a cooperative effort with CCET and ERCOT Phil Overholt overviewed DOE’s electric power research including: distributed generation, security implications of the smart grid, and storage. He presented an overview of the structure and programs of the Office of Electricity Delivery and Energy Reliability. Bob Pohl updated the DR Pilot Project noting that 113 customers were signed up in Houston and that installation is occurring in Dallas. Michael Hathaway presented results of the scoping study for CIM. Mack Grady and Milton Holloway, and Wei-Jen Lee discussed various aspects of the phasor and synchronized sampling work. Theresa Maldonado discussed Texas A&M wind power pork and the Lone Star Wind Alliance. Bob Davis provided an update on the IEEE student design contest. Ken Murphy discussed the Spring Trails residential development project north of Houston and CenterPoint and CCET involvement.
The Board met in regular session at the Driskill on September 5. A number of project presentations were presented and prospects for new projects discussed. A report was presented on Phase 0 of CIM Standard Project and a roadmap of the national synchrophasor effort was presented by Phil Overholt and Joe Eto.
May 1-2, 2008
The CCET Board met in Executive Session on May 1, 2008 at the MCM Elegante Suites in Abilene, Texas. The membership committee reported that Hunt Power has continued to express interest in joining CCET. City Public Service Board has been approached and it is expected that they will join soon. Mention was also made of Constellation Energy and SUEZ as potential members, but no action was discussed.
The Board adopted a budget for the quarter, accepted the Treasure’s Report and heard a status report on ongoing projects. The Board agreed to meet on September 4-5, 2008 in Austin Texas. Discussion included strategy for further growing the organization and participating in other electric industry national forums. The Board agreed to establish a task force to examine the CCET mission and strategy. The Board then adjourned and toured the AEP Trent Mesa wind farm. The Board met in regular session at the MCM Elegante Suites in Abilene, Texas on May 2, 2008. Approximately 20 people attended. Reports were made by project managers for the DRTU and DR Pilot projects. The Board heard proposals for creating and funding a CIMs Standards Task Force and an interim approach to demand response.
February 28-29, 2008
The CCET Board met in Executive Session on February 28, 2008 at the Renaissance Austin Hotel, Austin, Texas. The membership committee reported that Hunt Power had indicated an intent to request CCET membership. The Board adopted a budget for the quarter, accepted the Treasure’s Report and heard a status report on ongoing projects. Projects reviewed included the Synchronized Sampling, DRTU, and Demand Response projects. Proposed project projects discussed included a CIMs Standard project, two storage projects and a concept study of a smart grid lab. The Board agreed to meet on May 1 and May 2 in Abilene, Texas.
The Board met in regular session at the IBM Austin Executive Briefing Center, Austin Texas on February 29. Approximately 25 people attended. An invited guest, Chairman Barry Smitherman, spoke to the group and outlined his view of the supply and demand for the Texas electric system, emphasizing the need for new sources and effective demand response enabled by new meter and AMS technologies. Reports were made by project managers for the DRTU and DR Pilot projects. IBM provided a tour of IBM’s Solutions Experience Laboratory. Presentations were made on crowd sourcing as a means of generating project ideas, updating the CCET roadmap and new proposals for CIMs Standards, distributed generation and a smart grid lab concept.
November 1-2, 2007
The CCET Board of Directors met in Executive Session on November 1, 2007 Hyatt at Lost Pines, Austin, Texas. The Board discussed a policy of collaboration with DOE and EPRI, reviewed the process for developing new ideas, agreed that CCET should file comments in regulatory proceedings and otherwise communicate about the issues before the PUC, accepted a financial report and adopted a budget for the quarter. The Board agreed to adopt a new member policy, heard a presentation about AEP’s smart grid initiative, and a status report on the DR Pilot project.
The CCET Board met in open session on November 2, 2007 at Hyatt at Lost Pines, Austin, Texas. Twenty-eight members and guests were present. The Board heard briefing on the energy bill in the U.S. Congress, heard a plan presented for generating project ideas for CCET, entertained proposals for creating of a smart grid lab, transmission back-scatter sensors, real-time dynamic stability analysis using distributed computing, advanced compressed air energy storage demonstration project, and an energy storage study proposal. The Board also heard status reports on on-going projects including Distribution RTU, and Synchronized Sampling.
July 24-25, 2007
The CCET Board of Directors met in Executive Session at Bell Ranch Steak House of The Hilton Hotel in College Station, Texas on July 24, 2007. The Board received a draft Anti Trust Policy statement for review by company attorneys. It was reported by the Membership Committee that LCRA and e-Meter have joined as affiliate members and that CellNet has indicated an interest in joining and has attended a TAG meeting. Seven new members have joined since the first of the year. Rick Shumard attended the meeting to represent the Electric Power Research Institute (EPRI). Mr. Shumard of EPRI was a guest at the meeting and discussed the history of EPRI and industry events that led to its creation in 1973. His visit was to initiate a working relationship with EPRI as CCET was developing a more consistent process of developing new project ideas, including establishing working relationships with other groups. A communication plan was adopted for use by the group involved in the DR Pilot project. The financial report was adopted and a budget accepted for the quarter.
The CCET Board met in open session on July 25, 2007, at the TAMU Clayton Williams Alumni Center in College Station. National and state legislative initiatives were discussed and presentations were made concerning a project idea generation plan, a smart grid lab, a project to promote the CIM Standard for the distribution system, a street lamp sensor project and an energy storage project. Ongoing projects reports were presented including the demand response pilot, the distribution RTU, the synchronized sampling project and the smart meter enhancement project.

The CCET Board of Directors met in Executive Session at the UT Club at The University of Texas at Austin. IBM was elected to the Board of Directors, Dr. Ben Streetman, Dean of Engineering at UT Austin, was elected to the Board of Directors as an Advisor Director, and Good Company was recognized as an Affiliate member. A report was presented by Phil Wilson of Governor Perry´s Office and Chairman Paul Hudson of the Texas Public Utilities Commission presented his view of the future of the electric energy sector.
A status report on DR Pilot was presented by Bob Pohl of Fowler Energy Company and Jay Zarnikau of Frontier Associates. The Board approved funding for the RTU Project Phase I. Discussion led to new plans for strengthening the CCET relationship with Texas universities.

The CCET Board of Directors met in a conference call meeting to consider further developments on the DR Pilot project. A decision to fund the project was approved, subject to final approval of contract arrangements to implement the project.
January 11, 2007
The CCET Board of Directors met in Austin, Texas at Austin Energy Headquarters in an all-day meeting. The Board heard status reports on ongoing projects, and entertained proposals on a number of other projects. John Hanks of National Instruments made a presentation on the components of commercialization entitled "From Concept to Product". The group discussed CCET‚s relationship with Other Collaborative Organizations, especially EPRI.
Considerable discussion followed a presentation by Good Company regarding a plan for a Texas Demand Response Pilot project. The Technical Advisory Group presented status reports on several proposals including RTU Design, and Smart Meters Enhancement. Approximately 35 people attended the meeting.
The general meeting was followed by an Executive Session to attend to business matters of the organization.
October 10, 2006
The CCET Board of Directors met in Dallas, Texas at the offices of TXU Electric Delivery. The Board heard proposals for funding on a number of projects. The Technical Advisory Group presented several proposals including RTU Design, Smart Meters Enhancement and Demand Response Pilot projects. National Instruments and Direct Energy joined as full members and were added to the Board of Directors by vote of the Board. TXU Energy joined as an Affiliate member. Approximately 35 people attended the meeting.
During November 2006 Intel, GridPoint and Itron joined CCET as Affiliate members.

The CCET Board of Directors met in Austin, Texas at the North Austin offices of National Instruments. The Board heard from the members of the Technical Advisory Group on several project proposals. Dr. T of National Instruments presented a background overview of National Instruments‚ capabilities in the electric industry.
April 3, 2006
The CCET Board of Directors met in Houston, Texas at the offices of CenterPoint Energy. The Board considered management issues and heard several project proposals, including a project on Synchronized Sampling for Substation Applications, Smart Meters, Optical Current Sensor and a Battery Storage application. The Board hear from Phil Wilson of the Governor‚s Office of Emerging Technologies and Guy Dietrich of the Texas A&M Systems Office of Technology Commercialization. The Board voted to fund the first of project proposals, a project dealing with technologies that help enable the smart grid of the futureSynchronized Sampling for Substation Applications. Approximately 38 people attended. A new member, Austin Energy joined the CCET as a full member and was added to the Board of Directors.

The CCET Board of Directors met by conference call to discuss and decide on an NDA policy and to consider funding of several projects.
January 24, 2006
The CCET Board of Directors met in Austin, Texas on January 24 at IBM´s facilities in North Austin. In addition to addressing CCET policies of management of projects and Intellectual Property concerns the Board heard a series of project proposals from the Technical Advisory Group. The Board heard from Pike Powers of Fulbright & Jaworski, who serves as a member of the Governor‚s Advisory Committee for the Office of Emerging Technologies. During the noon period the group toured the IBM Lab that is equipped with many smart system features for the home and business of the future. Approximately 35 people attended.

The CCET Board of Directors met in Austin, Texas and set the direction for technology development and commercialization for the organization. A draft technology roadmap was presented and six priority projects were identified. Avistar joined CCET as an Affiliate member. Approximately 25 people attended.
September 28, 2005 Organizational Meeting
The organizational meeting of CCET was in Austin, Texas on September 28, 2006. The founding members; Don Cortez, CenterPoint Energy, Steve Houle, TXU Electric Delivery, Billy Berny, American Electric Power and Peter Schulmeyer, Freescale Semiconductors elected officers and adopted Articles of Organization and Bylaws. Officers elected were Robert Howden, President, Milton Holloway, Chief Operating Officer, Diane Hasell, Secretary and Tom Rose, Treasurer. Classes of membership and membership fees were established and a budget for the organization was adopted.
Technical Advisory Group Meetings
October 7 and 16, 2009
The Wholesale Stakeholders Group led by Bill Bojorquez met at the Hyatt Regency Hotel in Austin, Texas on October 7, 2009. The group focused on activities beyond the CCET proposals in the Stimulus proposal under FOA 36. Preliminary plans were made for a workshop on the State-of-Art in synchrophasor deployment and application development and on dynamic line-rating technologies. Possible meeting times and content would be guided by the events surrounding the NASPI meeting which is being planned for February, 2010 in Austin.
The Retail Stakeholder Group led by Brian Tulloh and Fred Yebra met at the CCET Office Building on October 16, 2009. The focus of the meeting was to consider new project ideas that go beyond proposals included in the CCET Stimulus proposal. The group considered the California ISO Proxy Demand Resource order, heard a report on the planned KEMA Smart Energy project and considered a proposal to respond to DOE’s FOA 148. Bob Davis presented a proposal concept to join the newly passed Texas legislation (HB 1937) with the purposes of FOA 148.

The CCET Technical Advisory Group met March 6, 2009 at the City of Austin Learning Center in Austin, Texas. The meeting focused on preparations for developing a CCET Stimulus proposal and the various topics for inclusion in the planned proposal was conducted by two stakeholder groups. Milton Holloway presented a proposal concept that included utility-scale storage, a large-scaled demand response program and the “Future Community” concept with distributed solar, battery storage, charging stations for plug-in hybrids and a demand response program with real-time pricing.
The Retail Stakeholder Group led by Brian Tulloh and Fred Yebra considered various ideas for a large-scaled demand response program that might generate 250 kw of load reduction. Other retail sector ideas were presented and discussed and direction given for developing the CCET proposal.
The Wholesale Stakeholder Group led by Bill Bojorquez and David Bogan focused on syncrophasor technology including both wide-area visualization deployment focused on approaches that help manage the variable character of the wind resource on the ERCOT grid, and on applications based on phasor data designed to improve operator capacity to manage the grid. Other wholesale sector ideas were presented and discussed and direction given for developing the CCET proposal
Multiple Team Meetings for DOE FOA 36 Stimulus Proposal Development
Several TAG teams were formed by President Milton Holloway, and lead by Southwest Research Institute during July and August, 2009 to prepare the CCET proposal for submission on August 26, 2009. Three team meetings were held in day-long sessions during the period at CCET offices in Austin. A final proposal was presented and approved by the CCET Board of Directors and submitted to DOE on August 26, 2009.

The TAG met in Houston with a primary purpose of developing a CCET project in cooperation with a development company in north Houston called Spring Trails Development. It is a 3,000 unit development with about ½ the electric load to be provided by solar. GE participated in the project definition discussion.
April 29, 2008
The TAG met in Austin in the building where CCET´s offices are located. Several possible project ideas were discussed including policy related questions and issues such as the need to establish whether wires companies can own energy storage facilities. Other project ideas included problems and opportunities for wires companies and retail companies in the area distributed generation, monitoring of distribution level transformers, how to deal with legacy systems.
January 16-17, 2008
This day and a half meeting included a brainstorming session to update the 2005 CCET draft Roadmap by focusing on distinct issues and problem areas. Several potential project ideas surfaced. The group also discussed how a smart grid lab might address these ideas. Progress on the existing CCET projects were reviewed, as well. Suggestions for a request for proposals (RFP) process were presented as a means to provide uniformity and completeness in developing proposals for Board review.
January 10, 2008
TAG members attended a special tour of AEP´s Dolan Laboratory near Columbus, Ohio which conducts internal testing and research as well as provides R&D services for others. Following the tour, the TAG members discussed with AEP managers how a CCET smart grid lab might function and relate to the Dolan facilities.

A review of CCET´s growth and changes in membership was presented by CCET´s COO. The Electric Power Research Institute (EPRI) was invited to present three project ideas including an advanced compressed air energy storage feasibility study for a Texas site, a transmission line sensing project demonstration, and dynamic stability analysis project.

The TAG met at the City of Austin conference facilities near the airport. The topics for discussion included a white paper prepared by the CCET Chief Executive Officer exploring the benefits and issues associated with establishing a Texas Smart Grid Laboratory. Methods for generating project ideas within CCET were presented and discussed. Finally, a proposal to review the latest technologies for energy storage and the economic costs and benefits of applying them to the Texas market was presented. Some 25 persons were in attendance.

The Technical Advisory Group of CCET met on April 3, 2007 at the Headquarters Offices of Austin Energy. The topic for discussion and planning was Distribution Systems Integration technologies (DSI). Presentations were made by Austin Energy, CenterPoint Energy, TXU Electric Delivery/CURRENT Group, Intel, IBM, National Instruments and TxCEE. Further work will follow to develop firm project ideas and proposals on the DSI topic to complement the other CCET projects that are under development.

The Technical Advisory Group met in Austin,Texas at the CCET offices in a Workshop to get input on project ideas from the CCET member representatives, TxCEE members of the university consortium and from interested vendors to the electric industry. Presentation included technologies involving Smart Meters, a Demand Response Pilot, and an RTU Design. Intel Solutions made a presentation to the group during the lunch time. The Workshop resulted in the development of several project ideas that were presented to the CCET Board at the October 10, 2006 Board meeting. Approximately 30 people attended the Workshop.

Presentation included technologies involving BPL, Storage, and Smart Meters, The Workshop resulted in the development of several project ideas that were presented to the CCET Board at the July 13, 2006 Board meeting. Approximately 35 people attended the Workshop.

The Technical Advisory Group met in Houston, Texas at CenterPoint Energy in a Workshop to get input on project ideas from the CCET member representatives, TxCEE members of the university consortium and from interested vendors to the electric industry. The Workshop resulted in the development of several project ideas that were presented to the CCET Board at the December 7, 2005 Board meeting. Several project ideas were identified for presentation to the Board, including. 1) Synchronized Sampling
in Transmission System Automation, 2) Time Stamping Chip Set, 3) Advanced Composite Electric Utility Tower and Pole Design, 4) Storage Demonstration, and 5) four projects dealing with Automation of Distribution. Approximately 33 people attended the Workshop.
